Clay County Fire and Rescue to Conduct Pre-Incident Planning for Commercial Properties

CLAY COUNTY, NC — Clay County Fire and Rescue is reaching out to commercial property owners over the next several weeks to schedule pre-incident plans, also known as pre-plans, to enhance emergency response and community safety.


A pre-plan is a strategic tool used by firefighters to gather critical information about a property before an emergency occurs. It includes details such as building layout, entrances, exits, stairwells, roof access, fire protection systems, utility shutoffs, special hazards, and rescue considerations like elevators or high-occupancy areas. These plans are designed to help firefighters respond more quickly and effectively, safely evacuate occupants, reduce risks to first responders, and minimize property damage.


According to Clay County Fire and Rescue, pre-plans are not inspections and will not result in violations or fines. The initiative focuses solely on commercial, educational, and other non-residential properties, not private homes. Fire code inspections are handled separately by the Fire Marshal’s Office.


The pre-planning effort is expected to strengthen Clay County’s ISO fire protection rating, which could lead to lower insurance costs for businesses and residents. By improving emergency preparedness, the program aims to protect lives, property, and the economic well-being of the community.
